Jury Beteev:‘Georgia’s strategy towards Abkhazia and South Ossetia must include recognition of independence
‘Georgia’s strategy towards Abkhazia and South Ossetia must include recognition of independence, recognition of genocide of people of these republics and also indemnity payment,’- the deputy director of Information Agency Osinform Jury Beteev commented in regards to the recent session of Georgian Security Council, which took place on the 29th of June. A new action plan was presented at the session, which is meant to actually realize the Georgian “Strategy of Involvement of the Occupied Territories by Means of Cooperation”.
In the beginning of 2010 Georgian leaders suggested a strategy towards Abkhazia and South Ossetia. These republics, which had announced independence after Georgian invasion in 2008, were supposed to be “peacefully” put back under Georgian jurisdiction.
‘The government of Michael Saakashvili should think not of how to get the rebellion republics back, but of possible ways to apologize to the people of Abkhazia and South Ossetia. Tbilisi should not act as a benefactor, especially at someone else’s expense. According to the international legislation Georgia must indemnify people of Abkhazia and South Ossetia for the genocide and also pay compensation to Russian peacekeeping forces for attacking them in August 2008. Of course, acknowledgement of the two new independent republics would be a necessary condition for improvement of multilateral relationship, - reports Juri Beteev.
Just as a reminder, the Geordian ‘Strategy towards Abkhazia and South Ossetia’ includes the following:
- To set up a neutral for all of the parties involved communication mechanism;
- To initiate a new neutral passport and ID system for citizens of Abkhazia and South Ossetia to enable them to travel across the borders;
- To set up a mutual trust fund;
- To set up an investment fund;
- To set up a multilateral structure to support business in Abkhazia and South Ossetia;
- To set up local financial institutions;
- To initiate an integrated socio-economic zone on Georgian side of the boarder with the purpose of agricultural development of the whole area.
